The estate sector of Sri Lanka comprise of around 5% of
the total population of the country with approximately 1million
in total. Majority of the estate sector workers live and work
in Nuwara Eliya District, a place renowned for its quality tea
produce enjoyed by millions around the world. The Nuwara Eliya
District comprises a population of 703,610 out which 53% are
estate sector workers (Department of Census and Statistics,
2001). At the same time in the Nuwara Eliya District, incidence
of poverty is twice as the national average and it is the only
district which recorded an increase in poverty in Sri Lanka
between the 2006-07 periods (UNDP, 2010)

Tea is the single most important primary commodity export
that successive governments had enormously relied on to contribute
to the growth of the Sri Lankan economy since independence (Kelegama,
2006). Throughout the years though faced with many challenges,
it has been able to live up to these expectations. In 2010 Sri
Lanka earned a staggering 1.37 billion USD from the industry.
Though Kenya surpassed Sri Lanka in production, Sri Lankan Tea
has been able to secure higher earnings due to its quality and
high standards maintained in production. As a labour intensive
industry, the sector comprises of approximately 250,000 plantation
workers. Everyday these workers contribute their labour to the
development of the sector in harsh geographical and weather
conditions that are neither healthy nor safe. However though
they are an important asset to the Sri Lankan economy similar
to the migrant workers, the welfare of the estate workers has
been sometimes partially or completely neglected by the state
as well as by the management of the sector. In the meantime
these workers have been subjected to continuous exploitation
by politically motivated trade unions who have constricted space
for what is left of their resilience and independence as citizens
of this island nation.
